The law is murky. In the US, downloading only subtitles (without the video) is generally considered fair use or a technical violation of the DMCA, but lawsuits are virtually nonexistent. However, accessing subtitles via an "Index Of" directory that also hosts video files implies intent to pirate the video, which is illegal.
